COUNCIL chiefs have suspended sending elderly people to a Yarnton care home following a critical report by the Care Quality Commission (CQC).

Oxfordshire Council Council has acted over concerns including safety, respect, food and management at Yarnton Residential and Nursing Home.

The CQC said action was needed in five areas – respecting and involving people, care and welfare, nutrition, medicines management and overall management.

It carried out an inspection on September 8, involving 57 residents, after receiving concerns from relatives over issues such as use of temporary staff.

Its report, published last month, said: “The local authority have stopped placing people at Yarnton due to these concerns.”

It said care and welfare concerns had a major impact at the Rutten Lane home, opened in 2011 and run by Sanctuary Care Limited.

One resident’s feet scraped along the floor when they were moved in a wheelchair without foot rests in place, its report said.

Another had not had their position in bed changed in five hours, despite their care plan stating they should be moved every two to three hours.

Efforts had not been made to improve another’s foot pain, with one worker saying: “They are always walking, that’s why they’re in pain.”

On respecting and involving residents, it said people were “not always treated with kindness and respect”.

When a resident asked for help “we saw a nurse pass this person’s room, look at the person and move on”.

An undressed resident “with an intimate personal care need” was being helped by two carers with the door open.

But inspectors also noted “numerous positive interactions”.

Sanctuary Care director of Operations Stephen Rees said steps were being taken to address concerns before the inspection and “significant progress” had been made, including more staff and training and better meals.

The organisation must report back to the CQC by December 13.

The council funds 10 places at the home and spokesman Marcus Mabberley said: “The home has drawn up a plan in response to the Care Quality Commission inspection and the council is working with the home’s management team to support them as they address the concerns raised.”
