Westbury had to settle for the Division 1 runners-up spot, despite an eight-wicket victory at Shrivenham.
Restricting their hosts to 168-9, with Rupert Rowling taking 3-30, Adam Morton hit 79 and Michael Loggin 70 not out to take Westbury to 172-2.
The title instead went to East Oxford who crushed Charlbury by eight wickets.
Westcott were relegated from Division 2 after a 25-run defeat against Faringdon.
Mike Hume’s 47 led Faringdon to 197-7, before Westcott were restricted to 172-8.
Ami Mishra’s 6-27 helped Chesterton 2nd to an 88-run win over Eynsham in Div-ision 8.
Alfie Appleton hit 43 and Simon Morse an undefeated 41 as Chesterton were dismissed for 185.
Mishra’s heroics and Steve Gray 3-11 saw Eynsham rolled over for 97.
