The Hoops needed a late header from Canice Carroll to save their blushes against Parkway.
Eight minutes from time, a 25-yard effort from Jack Crago found the top corner in the third qualifying round match, however, City rescued a replay in Devon when Carroll looped in a header in the final minute.
Winners in this draw make the first round proper.
