A MAN who lives in a road called Rotten Row has applied for planning permission to replace his windows – because they're rotten.
Howard Exton-Smith, who lives in the aptly-named street in Dorchester-on-Thames, near Wallingford, has had to seek planning permission because his historic house is Grade II-listed.
Addressing heritage in his submission to South Oxfordshire District Council, he said the work would benefit the building.
The house, which is late 18th century, was listed in 1963 and is also within a conservation area for the village.
