Of course, and it goes without saying, that there will be further flood risk once the thaw begins. 1 foot of snow produces 1 inch of water resulting in 100,000 tons per acre. The Environment Agency should be restructured to provide a force of workers and machinery to ensure that our rivers and streams are kept free- flowing. Instead, they employ an army of petty minded bureaucrats, with tin-pot qualifications concentrating their misguided efforts to protecting the newts and the water rats. There is a very serious need to look after water properly and this useless quango should be disbanded. Afterall, water it is what the next war will be about.
