Controversial plans for 16 pairs of speed humps in a busy Bicester road will now be reviewed.

Oxfordshire County Council’s performance scrutiny committee has agreed to refer a decision by David Nimmo-Smith last month to approve the traffic calming measures in Middleton Stoney Road back to its cabinet.

Voting eight to two, councillors agreed the consultation process was flawed.

The hearing on Thursday at County Hall heard emails were sent to the three Bicester councillors, Michael Waine, Les Sibley and Laurie Stratford, as well as Bicester Town Council. But Mr Waine, Mr Stratford and the town council claim they did not receive the email setting out the plans.

Catherine Fulljames, who represents Chesterton and Middleton Stoney, said neither she or any of the parish councils which would be affected by the changes were consulted.
