More than 9,000 sandbags had been distributed to residents across Oxfordshire by last night.
Oxfordshire County Council said it had handed them out to more than 3,100 residents.
Sandbag dumps were being stocked outside the Duke of Monmouth pub, in Abingdon Road, Oxford, and by PC World, Botley Road, Oxford.
Oxford City Council last night said it had delivered more than 1,200 sandbags to individual homes.
Residents were also able to collect sandbags from Redbridge and Seacourt Park-and-Ride sites.
The Vale of White Horse District Council said it had given out more than 5,000 sandbags.
